Do They Intend That An Acknowledgement Is The Same Equally A Solution?

A posting on Twitter, inwards reply to mine of final calendar week virtually a persistent work on our transit system.

Do they mean value that an acknowledgement is the same equally a solution?  Why don't they simply say the truth instead?

Golly, it feels similar how complaints are handled inwards unopen to hospitals!
